Council approves a series of routine measures, refers several items to staff
Summary
The Lowell City Council adopted requests to amend Hamilton Canal District building-form standards under MGL Chapter 121B Section 48, accepted a $3,000 fellowship grant, approved constable bonds, and voted to enter executive session on a property matter; other motions were referred to staff for study.
During the Jan. 13 meeting the council adopted a set of routine but consequential items and made referrals for further study.
On first and second reading the council authorized the city manager to request approval under Massachusetts General Laws Chapter 121B, Section 48 to adjust building-form standards for the Hamilton Canal District form‑based code. That motion was moved and adopted on roll call.
The council also authorized the Department of Planning and Development to apply for, accept and expend funding up to $3,000 from the Massachusetts Economic and Workforce Developers Fellowship Program. Council approved constable bonds for two named individuals and accepted several communications, including out‑of‑state travel requests and an appointment to the Conservation Commission.
Separately, councilors voted to enter executive session to discuss the purchase, exchange, lease or real property related to the senior center at 76 Broadway Street, saying public discussion might harm the city’s negotiation position. Several other motions (polling place feasibility, winter operations report, and the data‑center moratorium referral) were sent to appropriate departments or subcommittees for follow‑up.
