Summary
The Portage Common Council voted unanimously to adopt Resolution No. 26-001, approving the City of Portage 2026'2030 Comprehensive Outdoor Recreation Plan, which emphasizes trail connections, maintenance of existing parks, and a 10-minute-walk access goal.
The Portage Common Council on Jan. 8 adopted Resolution No. 26-001 to approve the City of Portage 2026'2030 Comprehensive Outdoor Recreation Plan (CORP).
A city presenter said the Park and Recreation Board worked with consultant Vierbecker beginning in June 2025 to update the plan, which is recommended to be refreshed every five years. The board reviewed public input from an online survey and recommended council adoption at its Dec. 8 meeting. "The park and rec board has been working with Vierbecker since June 2025 on updating the CORP," the presenter said.
Council discussion focused on prioritizing maintenance of existing facilities, improving walkability and access to parks (noting a 10-minute walk target), and pursuing trail expansions to connect parks across the city. Council member Oliver Green noted Portage compares favorably on staffing and park acreage, and cited a residents-per-park comparison included in the plan (a national average of 2,386 residents per park vs. Portage's 481).
A motion to adopt Resolution No. 26-001 was moved and seconded and passed on a roll call vote. Councilors and staff thanked the Park and Recreation Board and consultant for their work; staff also said the full survey record and report are available online.
The resolution formalizes the city's 2026'2030 priorities on park maintenance, expanded trail connections, and consideration of walkability as the city grows, particularly on the north side.
