Hotspur Casinos (the resort operator) detailed a collaborative staffing arrangement in which resort employees will remain on payroll and be jointly supervised, with reimbursements and operational protocols spelled out in the contract.
Board members pressed licensees on who supervises employees, conflict resolution procedures, surveillance, the reserve agreement required before computerized wagering begins, and internal controls. The board recorded 10 conditions as part of its recommendation, including prior notice of agreement changes, internal control submission requirements aligned with NGC regulation 6.09, surveillance approval within 60 days of license issuance, and a requirement that William Hill maintain on‑site staff during operations. The motion passed unanimously.
What happens next: The recommendation is forwarded to the Nevada Gaming Commission and the conditions must be satisfied (for example, an approved reserve agreement and enforcement division surveillance sign‑off) before full operations begin.
