Summary
Assistant Superintendent Dr. Andy Ashley outlined a proposal to lease 13 service vehicles through Enterprise to replace high-mileage district "white fleet" vehicles; the board asked questions and the consent agenda including related items was approved.
During the consent-agenda discussion, Assistant Superintendent Dr. Andy Ashley described a proposal to address the district's aging "white fleet" of non-bus vehicles by leasing vehicles through Enterprise.
"We have 37 of them, and 29 of them are 10 years old or older," Dr. Andy Ashley said, noting that about 49% of those vehicles have more than 150,000 miles. He told trustees the district spent approximately $70,000 on maintenance in the past year and that purchasing fully outfitted replacement trucks would approach $1,000,000. The leasing option presented would initially outfit 13 vehicles with tool beds at an upfront cost of about $82,000 and an estimated annual lease spend of roughly $143,000.
Ashley described a cooperative purchasing contract and said Enterprise would take older vehicles, sell them and return proceeds to offset the lease program. He said other districts (Little Rock was cited) have used similar arrangements and that the district's CFO and legal counsel had reviewed the proposal.
The consent agenda containing the enterprise lease materials was moved, seconded and approved during the meeting; board members asked staff to continue vetting affordability and contract terms before scaling the program districtwide.
What this means: Leasing could reduce roadside failures and towing costs by replacing the highest-mileage vehicles sooner than buying an entire new fleet at once. Board members emphasized prudent financial review because the plan affects recurring operating costs.
