RDA approves sponsorship for YorkXL’s $1.31M neighborhood development LSA grant

Staff (Speaker 2) described the concept as a cluster of two‑unit townhomes, two accessory dwelling units and potential storefronts arranged around a courtyard to serve as a neighborhood hub. “YorkXL and the RDA together were accepted into a program by an organization called Engine… the New Growth Innovation Network,” Speaker 2 said, describing the project’s inclusion in a national cohort focused on neighborhood development and engagement.
The RDA explained that a prior Category 4 LSA award of $41,000 funded design work that informed the larger $1,309,872 cost estimate for construction. The LSA request requires an authority sponsor because it is state grant money; the RDA voted to act as that sponsor and approved a motion to request the grant in the full amount.
Board members discussed community engagement steps, including an upcoming cohort presentation and use of a facilitator. Staff said the RDA will support community outreach and that project ownership models aim to keep rental income and ownership local. The motion to request statewide LSA funds was moved by Speaker 3, seconded by Speaker 1, and approved by voice consent.
Next steps include formal submission of the LSA application and continued community engagement work required by the New Growth Innovation Network process.
