Commissioners approve firefighter job-family changes, a reclassification and a new environmental-program manager position

Washington County commissioners on Wednesday approved several personnel actions intended to streamline promotions and prepare for long‑term environmental planning.
Human Resources Director Chip Rose asked the board to create a job family that groups firefighter/paramedic grades (DES threes, fours and fives) to allow eligible employees to move to the next level through a noncompetitive promotion process, consistent with other county job‑family practices. The board approved the change by voice vote.
Staff also sought approval to reclassify Captain Higgins as Clinical Services/Quality Assurance Officer and align the role to the county wage scale; the reclassification is intended to eliminate a conflict of interest and clarify duties under the Division of Emergency Services. The reclassification was approved.
Finally, the board approved adding a Program Manager for long‑term environmental projects (Deputy Director of Environmental Programs, grade 18). County staff said the position will be funded by eliminating a vacant grade‑14 project manager and is expected to be budget‑neutral in the current fiscal year; the role will support 20‑ to 25‑year planning for water, stormwater and wastewater initiatives.
