County engineering staff presented a midyear snapshot of the Transportation Improvement Program and briefed the committee on several ongoing and proposed projects, funding awards and options for jurisdictional coordination with neighboring Kankakee County.
Jeff, the county’s chief engineer, summarized recent federal awards and earmarks, noting examples cited in the presentation: a roughly $27 million award for a Gallagher project, an approximately $750,000 earmark for Weber Road, and an $8 million award for another Gallagher project. He said the January snapshot is intended to show schedule status and funding outcomes and pointed committee members to project web pages for detailed information.
Staff highlighted several future projects: a recommended reconstruction of Bluff Road (roughly 1 mile between Route 6 and I‑55 in Channahon) intended as a single‑lane each direction reconstruction to address pavement life and substandard widths; preliminary construction cost was discussed at a high level (staff cited roughly $97 million in construction for a larger corridor concept). Committee members asked about sidewalks, turn lanes and coordination with the village of Channahon, and staff said design work would include potential pedestrian and lighting elements if villages request them.
The committee also discussed Kankakee County’s plan to replace two structures on the county line and the option for Will County to take jurisdiction of contiguous segments or pursue a road swap. Staff said the statute prescribes participation in costs based on assessed values (Will County’s share would be proportionately larger). The estimated combined replacement cost for the two structures was described around $2.3 million (high‑level). Several members expressed support for Will County taking the corridor from Route 50 to Route 1 to provide consistent maintenance and plowing operations, and staff said it would continue discussions with Kankakee County and present options in upcoming TIP materials.
The committee approved multiple routine motions in this block of business (professional services agreements, condemnation authorization and several small contract and appropriation votes). The meeting concluded after public thanks for snow‑plowing performance and a formal adjournment.
