The Will County Board heard public comment Jan. 15 after an applicant withdrew a zoning request that would have reclassified a residential parcel for commercial use near the Sugar Creek subdivision.
Bill Kozel, who identified the proposal by ordinance number and a zoning case code, urged the board to reject the change. "He wants to put a commercial area right in the middle of this residential area," Kozel said, warning the rezoning would alter traffic patterns and "probably ruin the property values in the area." He told members the proposed use — currently described as a fencing company — could later become a trucking or storage yard.
Chair Pretzel told the board the applicant had requested withdrawal of the application earlier in the week. "The applicant has withdrawn his request," Pretzel said, noting that a published public hearing had already occurred and that withdrawal is within the applicant's rights. The state's attorney clarified that a withdrawal, unlike a denial, does not trigger a one‑year time bar to refile; an applicant who withdraws must nevertheless begin a new zoning process if they return.
Nearby resident Jay Gregory described long‑running neighborhood blight: a gutted building, trailers and an occupied RV on the parcel, and trucks and debris that he said have degraded the East Side of Joliet. Land‑use director David Du Bois said staff had reopened an enforcement file, documented violations with photos and would pursue open violations such as occupied campers, dilapidated buildings and debris removal.
Because the applicant withdrew, no vote on the rezoning occurred. Chair Pretzel said the land‑use committee will schedule future action if and when an application is resubmitted; the next land use and development committee meeting is Feb. 5, 2026.
Action: Member Pretzel moved to remove zoning case 25‑080 from the day's agenda; the motion carried.
