The motion to approve the ILA and transfer of the designated funds passed on a voice vote; staff will coordinate the transfer and report back to the council on disbursement and outcomes.
The ILA authorizes the city to provide startup support as described in the packet; staff told council the county remains the owner and operator arrangements will be coordinated by the county.
