Written comments on the draft EIS are due by 5 p.m. on Feb. 18, 2026. Planning staff said email is preferred (planspokane@spokanecity.org) and asked that commenters put "Plan Spokane 2046 draft EIS comments" in the subject line to assist documentation. Paper comments may be mailed but should be addressed to Carol Black at the planning department rather than addressed generically to City Hall to avoid misplacement, staff said.
Staff also described a series of drop‑in listening hours and community informational sessions scheduled across January and February at City Hall and library locations; these sessions will not include formal presentations and are intended for one‑on‑one conversations with planners. Dates, locations and details are posted on planspokane.org on the draft EIS page and links were included in the webinar chat.
To help residents compare scenarios, the city published an interactive story map and a slider tool that shows side‑by‑side differences among alternatives and creates an email with the appropriate subject line if users click the "submit a comment" button. Staff encouraged participants to use the story map (accessible via QR code or planspokane.org) and to contact planners directly for help navigating the tool.
Staff reiterated that comments submitted during the official comment period will be compiled and addressed in the final EIS and that substantive feedback during this window will directly influence selection of the preferred alternative.
