Cape Cod MPO endorses TIP Adjustment No. 1, reallocating small balances and reprogramming delayed grants

The Cape Cod Metropolitan Planning Organization policy board voted to endorse Transportation Improvement Program (TIP) Adjustment No. 1 for federal fiscal years 2026–2030 at its Dec. 15 meeting.
Colleen Maderos, transportation program manager at the Cape Cod Commission, outlined the administrative changes. The Mashpee Route 151 Phase 2 construction contract came in under the programmed amount, freeing $981,501 in regional target funds that the joint transportation committee will recommend for reallocation. Two discretionary grants — a Safe Streets for All planning grant to the town of Barnstable and a SMART/microgrid grant associated with Cape Cod Gateway Airport — need reprogramming to 2026 because of contracting delays. Separately, a Barnstable Route 6 resurfacing segment will receive a $384,415 state-year allocation, and a Born (Bourne) scenic highway median project was reported as overprogrammed by $5.8 million in an outer year and will be returned to the state for reallocation.
"Most of these items are administrative: adjusting funding amounts, minor timing changes and returning overprogrammed funds to appropriate pools," Maderos said. The Cape Cod Joint Transportation Committee recommended the MPO endorse the adjustment and suggested candidate projects (including Provincetown and Dennis/Route 28 locations) for the $981,501 regional target funds when the MPO later considers reallocation.
The board moved and seconded the endorsement and completed a roll-call vote; the chair announced the motion passes.
Next steps: staff will post the adjusted TIP materials online and follow the Cape Cod Joint Transportation Committee’s direction for reallocating the available regional target funds.
