Leavenworth County commissioners approved multiple administrative resolutions and routine items during their organizational meeting.
The board approved Resolution 2026-1, designating Commerce Bank as the county depository after staff said three proposals were solicited and that Commerce Bank offered competitive terms and a long working history with the county. "In my opinion, the Commerce Bank proposal was better," staff said while recommending Commerce Bank.
Commissioners also approved Resolution 2026-2 to establish and authorize signatures for participation in the Kansas municipal investment pool, a state-operated program the county uses primarily for bond-payment timing and for investment of idle funds. Staff explained the municipal pool is required for some bond transactions and that local banks continue to bid on county funds in normal circumstances.
The board approved Resolution 2026-3, an annual waiver related to KSA requirements commonly referred to in the meeting as the GAAP/GAP waiver. Staff said most Kansas counties adopt the waiver and estimated that full GAAP compliance for an organization this size would require adding roughly three certified public accountants, at a substantial additional cost. The board voted to waive the specified KSA reporting requirements for the year ended 2025.
On personnel matters, commissioners debated aligning the register of deeds base salary with the county clerk and county treasurer. The difference cited on the record was $1,666.25. After discussion and an amendment, the board approved Resolution 2026-4 setting elected official salaries; at least one commissioner recorded a 'No' vote on the final tally.
The board also renewed a cereal malt beverage license for Lake Stop LLC in Bonner Springs after a brief discussion about the business's proximity to a church.
Votes and procedure: Motions on these items were moved and seconded on the record and carried by voice votes; individual roll-call-style affirmations of "Aye" were recorded for each motion.
