Cumberland County commissioners accept DEP grant, approve contracts and capital projects

Cumberland County commissioners voted Jan. 14 to accept a $725,176 countywide implementation award from the Pennsylvania Department of Environmental Protection and to approve a series of contracts and capital projects spanning public safety, records management and infrastructure.
"We are seeking your approval to accept the award in the amount of $725,176," Elizabeth told the commissioners when presenting the DEP CAP grant request. The award includes $100,000 in coordinator funding for 2026, Elizabeth said, and the county voted to accept the funds.
The board approved multiple routine and nonroutine items on the regular agenda. Staff described a nonmonetary agreement to host an intern from the University of Kentucky, which commissioners approved. The board also approved a $45,000 contract with Adelphi Services Incorporated to provide software for juvenile probation officers; the contract is subject to an 80/20 split, leaving the county responsible for $9,000 of the total cost.
Public-health and treatment programming continued to receive county support. County drug-and-alcohol staff presented a contract funded through opioid settlement dollars to continue a certified recovery specialist program in local correctional facilities and in the community; the board approved the contract. Officials also explained that a state grant from the Department of Drug and Alcohol Programs will begin Jan. 1, 2026 and run through June 30, 2030, shortening the initial funded period due to a state delay.
On records management, county staff asked commissioners to approve a $300,000 capital project to box, transport, scan, quality-control and dispose of stored case records so the digital file will become the official record. Mark Adams described updated vendor specifications: "they're increasing the dots per inch on the quality of the scans from 200 to 300," and said vendors will produce PDFA copies. Commissioners approved the project.
The retirement office presented an add-on to the PTG pension administration module that would allow employees to run self-service retirement quote scenarios; Bob DiBrosse said the retirement board had approved the add-on in December and that costs will be covered from the retirement fund. The county approved the capital request.
Staff presented bundled bridge preservation projects for two county-owned bridges and recommended awarding the low bid to achieve economies of scale; commissioners authorized execution of the contract. A commissioner declared a family connection to one bidder and recorded an abstention on the related items before the board carried the motions.
