Council approves $208,924 amendment to design contract for Community Event Center stormwater pump and modular wetland

Council approved Amendment No. 20 to contract C06620 with Rice Fergus Miller (RFM) to design a small stormwater pump station and a modular wetland water-quality facility for the Community Event Center/Orchard Street Plaza and the Bay Street reconstruction project.
Staff and the RFM team said the design is intended to avoid later disturbance of completed plaza work by integrating the stormwater facility into the plaza design. The proposed design work includes pump and treatment specifications, civil design by subconsultant KPFF, and a stormwater report required for Department of Ecology CFC accounting. The amendment amount presented to council was $208,924.
Council members raised procurement and scope questions: some said the stormwater project was identified in the 2023 stormwater plan after the original CEC contract, asking whether the work should have been a standalone procurement. Staff responded that including the work as an amendment allows an integrated design that reduces duplication and the risk of rework. Council approved the amendment by voice vote; staff noted design work will be funded from stormwater connection fee (CFC) funds and construction procurement will follow.
