Council approves $1.3 million road resurfacing program; adds Lazard and Belvoir to list

The East Ridge City Council voted Jan. 8 to approve Resolution 37-78, a $1,300,000 street-resurfacing program for fiscal year 2025–26 funded from the State Street Aid fund and the capital-improvement fund.
City Manager Miller and ACE Engineering presented a prioritized list of residential and through-streets needing resurfacing. ACE’s scope and cost estimate for the attached list came to roughly $1,000,000, leaving about $300,000 available to add additional segments. Council directed staff to add Lazard Street (from McBryan Road to Thomas Avenue) and Belvoir Avenue (from South Terrace to Belvoir Christian Academy) to the program and to proceed with the advertising and bidding process. Miller said the city will adjust the program if bid results or carryover funds require amending the appropriation.
Miller also noted ongoing issues with Caldwell Paving, the contractor awarded the prior year’s work, and said staff will evaluate unfinished work and reallocate any available funds toward the 2026 program. The council confirmed that public bidding procedures will be followed and that work exceeding $10,000 must be publicly bid.
Next steps: staff will advertise the resurfacing package for bid, evaluate proposals, and return to council with contract recommendations or with any required budget amendment if bid prices exceed estimates.
