Commissioner Rogers read the resolution recounting Goodwin’s founding of Goodwin Spencer's Street Barbershop in 1955 at 3116 North 24th Street, his participation in civil‑rights activities including the March on Washington in 1963, and his decades of service as a neighborhood business leader. Rogers noted the barbershop’s symbolic role in North Omaha and described Goodwin as an inspirational figure whose family continues his civic engagement. The motion to adopt the resolution was approved 7-0.
The board also recognized retiring county employees Gregory (Blackman) and Philip Rooney earlier in the meeting and extended thanks for their years of service.
