City Manager Felicia Donnelly reviewed the item’s history: the council allocated $14,500 for the organization in the FY25–26 budget. Executive Director David Hale and longtime former executive director Janet Hooper provided context and documentation, including an annual report and a memorandum outlining how the organization would use the reduced allocation. The proposed revision allocates $8,000 to the food pantry, $5,000 to case management and $1,500 for support and data functions.
Janet Hooper described the organization’s long history serving local residents, noted restrictions that keep earlier municipal funds dedicated to the originating jurisdiction, and said the nonprofit is audited annually. David Hale explained that Oldsmar Cares lacks paid staff for case management and that a restructured budget was intended to preserve those services for Oldsmar residents.
After questions from council members about duplication of services and outcomes data, a motion to approve the scope change was made, seconded and passed. Mayor Gannon and council members thanked the organization for its reporting and said they felt comfortable approving the reallocation based on the packet provided.
