Staff explained they removed a separate air‑quality application requirement because localized air‑quality concerns are already addressed by the dust suppression and transportation impact analyses in the draft; they also simplified monitoring requirements, clarified exemptions for BLM "casual use" activities and adjusted setback and permitting language to avoid duplication with state and federal processes. The department said it will publish updated materials and continue stakeholder outreach prior to BOCC consideration.
Staff indicated the BOCC is scheduled to consider the revised mining regulations in an upcoming meeting and that the commission would be updated on any further changes.
