Assembly approves purchasing ordinance, funding transfers and project lists; several resolutions pass unanimously

Ordinance 2025‑16 (third reading) amended chapter 4.04 of the municipal code (purchasing) to allow electronic submission of bids and requests for proposals. Member Stan Greger moved the ordinance; Member Valentine seconded. The clerk called the roll and the measure passed with a 7–0 vote.
On new business, the assembly held the first reading of Ordinance 2026‑01, a supplemental FY2026 budget adjustment. The ordinance would: transfer $300,000 from the FY2025 general fund surplus to a Parks & Recreation sewer repair capital project and transfer the remaining FY2025 surplus of $131,365 to the assisted living facility fund to help a facility operating at a deficit. The first reading was approved and will return for subsequent readings.
The assembly adopted Resolution 2025‑22 to establish acceptable documents for low‑income senior residents to demonstrate eligibility for a senior sales tax exemption card. Finance Director Tao explained that due to state backlog the borough will issue six‑month temporary cards on proof of application and can extend them up to one year while applicants await state determination.
Resolution 2025‑23 adopted an alternative allocation method for the FY2026 shared fisheries business tax program for the Central Southeast area; the finance director said the borough’s portion is approximately $3,400 and described the allocation by population and per‑capita shares.
Other unanimous approvals included the 2026 capital projects prioritized list, the FY2027 federal priorities project list, and the appointment of Rocio Tehera as the assembly’s at‑large representative to the Petersburg Economic Development Council (term Jan. 5, 2026–Dec. 31, 2028).
