Madison County approves regional partnership resolution and hires Pickering to draft federal grant application

County attorney Mister Lott brought three related items: a resolution to form a regional partnership with Hinds County, the City of Richland and the City of Jackson to modernize West County Line Road; a contract with Pickering Engineering to prepare a federal NOFO grant application; and an amendment to extend the Pocahontas Road improvement deadline by one year to Dec. 30, 2026.
Lott said the resolution is an initial step; a later interlocal cooperation agreement would assign responsibilities for funding and maintenance and be sent to the attorney general for review. He also said Makita (an economic development actor referenced by staff) had discussed corporate funding with Amazon/AWS in connection with a data center and that the federal Department of Transportation NOFO will be an immediate funding opportunity. The Pickering contract was described as grant-writing support for that NOFO. The board approved the resolution, authorized the Pickering contract, and approved the one-year extension for Pocahontas Road.
Next steps: staff will develop the interlocal cooperation agreement and pursue NOFO grant development with Pickering Engineering.
