Resident tells Ward 1 NAB construction staging at Ryland and Willow is harming neighborhood

A Ward 1 resident told the neighborhood advisory board that a roughly half-block lot at Ryland and Willow Park has been used repeatedly as a staging area for City Works projects, causing early-morning and late-evening noise, dust and erosion onto local streets and damaging private property.
"My name is Matt Otmer," the resident told the board. He said the lot has been an empty staging area for at least five years and described noise "at 05:40 in the morning some mornings" and "backup noises, like, rock processing." He said equipment recently backed into and broke his fence after using a public alleyway.
Otmer asked the board and city staff to find a way to prevent the site from being used as a perpetual staging zone in a residential area. Board members acknowledged the comment and asked staff to follow up; a board member suggested the commenter also bring the concern to the City Council. Staff liaison Jennifer Alvarez (council relations) said she had connected with the constituent who reported concerns and would distribute follow-up information to the NAB.
The board did not take action on the complaint at the meeting but agreed to look into ownership and permitting for the parcel and encouraged the commenter to raise the issue at a City Council meeting.
