Roseville council approves Fraser levy on summer bill, rescinds then denies college’s summer-levy request

Roseville Mayor Taylor presided over the Dec. 9 council meeting that approved Fraser Public Schools’ annual request to collect 100% of its 2026 tax levy on the summer tax bill and later rescinded and denied a similar request from Macomb Community College.

City Manager Monroe introduced the two items as regular, annual requests. "This is their annual request," Monroe said of the Fraser application, which the council approved by voice vote after a motion from Mayor Pro Tem Haass. The council likewise voted to approve the college’s request during the same agenda sequence but a later procedural challenge prompted further action.

A councilmember raised a point of order citing Treasurer Stenland’s note recommending the college’s levy remain on the winter bill rather than move to the summer bill. The council voted to rescind the earlier action on the college item and then voted to deny the Macomb Community College collection of 100% of its 2026 levy on the summer tax bill.

The actions changed the official disposition of the college item from an initial approval to a rescission and final denial; the Fraser Schools’ request remained approved. The council did not provide a recorded roll-call tally in the transcript for the recorded voice votes.

What’s next: The council will meet again for its second December session next week; any further procedural follow-up on tax collection timing would be handled in accordance with the treasurer’s written recommendation and any statutory timelines that govern property-tax billing.
