Lake County planning staff and the planning commission approved a site-plan review on Aug. 11 for a major expansion of Excel Energy's service center at 1730 Harrison Ave.
Planning staff described the proposal as an upgrade to an existing facility that will relocate and enlarge the service center footprint, add sidewalks and right-of-way dedications, and install a 10-foot masonry perimeter wall to screen storage and working areas. Staff said referrals to the Colorado Department of Public Health and Environment (CDPHE), Parkville Water, and Leadville Sanitation District were completed and that CDPHE had no outstanding concerns after Excel provided sampling data.
Kevin Armstrong, the project's architect, told the commission the new building will be "just north of 35,000 square feet" and later gave a specific figure of 35,615 square feet (approximately 24,000 square feet on the main floor and just over 11,000 square feet on an upper level). He said the top of the building ridge is just under 35 feet and that the design uses a CMU wainscot with architectural metal panels above. The perimeter fence will be approximately 10 feet tall to meet security requirements.
Site work includes sidewalk improvements along Harrison Avenue, stormwater detention to reduce downstream release rates, expanded utilities (upsized water service, new sanitary sewer and fire line connections), and enhancements to landscaping and lighting; lighting will use cutoff fixtures and be oriented to minimize spill and glare. The applicant estimated construction would begin in spring 2026 and take roughly a year, with completion expected in summer 2027.
The planning commission approved the site plan with conditions including an administrative subdivision-exemption plat to dedicate required rights-of-way and easements, execution of a development agreement before recordation of construction plans, compliance with service-district requirements (Parkville Water and Leadville Sanitation District), and CDPHE requirements for soil disposal. Commissioners explicitly noted the staff report text would be corrected to reflect the 35,615-square-foot figure. The motion passed by voice vote.
