Mayor Levy and local historian Clive Taylor recounted how Hollywood Inc. and the Horvitz family helped shape the Emerald Hills and Hollywood Hills neighborhoods and preserved the 1923 neighborhood blueprint. Clive Taylor described Bill Horvitz as a civic leader who helped stabilize development during a period of foreclosure and murky titles.
Commissioners expressed support for the centennial-placed honor and moved to approve the measure; the motion carried unanimously.
