Commission designates HTG Paramount Green Reuse Area to speed senior housing; neighbor urges better outreach

The City Commission voted Dec. 10 to designate properties at 826 South Dixie Highway and 2115 Washington Street as the HTG Paramount Green Reuse Area, a Brownfield designation city staff said will accelerate environmental remediation and enable construction of a senior living facility.
Mayor Levy introduced the item as a follow-up to prior actions intended to clear blight and ready the site for a senior living project. Helen, a resident who spoke during public comment, said neighborhood outreach was limited when the property changed hands and urged developers and city staff to improve engagement: “Whenever that property was sold … it was never shared with the people,” she said, and asked the city to make a better effort to involve nearby residents.
Andrea Winget, director of development services, said the developer has obtained planning board approval and a permit‑ready letter and that staff will make additional outreach efforts, including ensuring concerned residents receive notices and developer updates.
Commissioner Hernandez noted the project’s redevelopment aim and recommended sensitivity to neighbors who use nearby alleys for parking; Winget said staff will reach out to affected residents. The resolution passed unanimously.
What’s next: staff indicated closings on financing could occur before year’s end and that permitting activities and outreach to neighbors will continue as the project moves toward construction.
