The Harlandale ISD Board voted Nov. 19 to grant the superintendent authority to negotiate and execute, with legal review, a performance contract under Senate Bill 1882 with the Texas A and M San Antonio Institute for School and Community Partnerships to establish a 'Beyond Academy' at Frank de Jetta Academy.
Miss Casey presented the request, explaining the performance contract would define an academic model, funding structure and measurable academic and financial performance goals for the operating partner. "The superintendent will work collaboratively with this organization to establish a framework for partnerships clearly defining the roles and responsibility of both the district and the operating partner," she said.
District counsel Jose M. Luna clarified that approval would authorize the superintendent to negotiate and execute the agreement subject to legal review. Board members asked whether the arrangement is limited to four-year institutions; staff said the partner plan includes community-college partners such as Palo Alto College for certifications and dual-credit pathways.
Trustee Martinez moved to grant the authority; the motion was seconded and the chair announced the motion carries. The authorization allows staff to finalize terms in time for the 2026–27 school year and to apply for priority funds associated with SB 1882.
