Doctor Salinas, executive director of human resources, told the Harlandale ISD board that update 126 reflects new legislation from the 89th regular session and includes 28 policy changes — 25 revisions and three new local policies.
He identified the three new local policies by code and purpose: CQD local on artificial intelligence (AI) training for appropriate use by employees and students; EEP local to address instructional plans and course syllabi availability to parents upon request; and FA local requiring a parent portal on the district website where parents may submit comments or concerns to campus administrators, district administrators and the board.
"The 3 new policies include CQD local, on artificial intelligence," Doctor Salinas said, and he described where each new policy appears in the board book. He said most referenced bills are already in effect and that timeline updates in formal complaint documents are notable in the revisions.
Doctor Salinas explained that submissions to the parent portal come to his office (he, Miss Perez and Miss Molina) and are routed to the appropriate campus or department. He said the district aims to respond within 24 hours and that the portal is for concerns—not a grievance form; if a submission meets grievance criteria, staff will direct the parent to the formal grievance form on the website as required by policy.
Staff offered trustees a condensed version of the policy changes and invited questions before the next board meeting when formal votes will be expected.
