Clear Creek County OKs contract with Georgetown for policing services

The Board of County Commissioners voted unanimously Dec. 9 to enter an intergovernmental agreement (IGA) with the Town of Georgetown under which the Clear Creek County Sheriff’s Office will provide law-enforcement services in Georgetown.
Sheriff Ron Thornton told the board the agreement will designate a sergeant as the town’s on‑site supervisor and eventually staff three deputies who together will provide roughly 120 hours of coverage per week. "When we're at full staffing ... it's going to be a total of 120 hours per week that we're providing Georgetown," Thornton said, describing a ramp-up period in the first year and a transition to quarterly reporting after year one. Deputies assigned to Georgetown will perform school-related duties such as crossing-guard support and attend community events "as call volume allows," Thornton said.
The IGA gives Georgetown access to the sheriff’s records, investigators and evidence handling while maintaining Clear Creek County’s policy and scheduling control of deputies. County Attorney Peter Lichtman confirmed the agreement includes termination provisions and an initial five-year term with opportunities to terminate with one year’s notice. Finance staff explained the contract was designed to achieve cost recovery for direct salary and benefit costs but not to recover indirect administrative time.
Commissioners asked about patrol vehicle identification, uniforming and evidence-handling responsibilities; Thornton said marked Georgetown cars will be designated and that deputies will remain in Clear Creek County uniforms. The board also discussed budget timing and indicated staff will adjust the county budget to reflect the contract reimbursements and additional positions. After questions, a commissioner moved to approve the IGA and the motion passed on a voice vote.
The board recorded no amendments to the IGA at the meeting. The sheriff’s office will be responsible for hiring, scheduling and training the deputies; the town will pay the agreed rates and maintain its own 911 fee payments. The board directed staff to manage any budget adjustments required by the new revenues and expenses.
