Roseville council asks staff to draft 180-day moratorium on car wash and gas-station development

Roseville City Council directed staff on Nov. 25 to prepare a resolution proposing a 180-day citywide moratorium on new car washes and gasoline stations so the city can review its zoning ordinance.
Tomlinson, speaking for planning staff, said the planning commission recommended the pause "to take a look at our needs in light of our zoning ordinance and whether we should be looking at some modifications" because of a recent proliferation of such establishments. He told council that any applications already pending would not be affected and that a moratorium would only take effect after council formally adopts a resolution. "It does not go in effect today," Tomlinson said.
Council questioned whether the moratorium would apply citywide or only to specific corridors; Tomlinson replied it would be citywide and noted typical moratoria run between 90 and 180 days and that courts disfavor indefinite extensions, requiring substantial progress on ordinance revisions if an extension is sought. Councilmember Wautista moved, supported by Councilwoman McCarney, to request a 180-day moratorium resolution; the council voted in favor and the motion carried. Staff indicated it will draft the resolution for consideration at the next council meeting.
