Roseville council tables support for Brownfield plan for 31327 Gratiot after questions on car wash and term

Roseville City Council on Oct. 28 delayed action on a proposed Brownfield redevelopment plan for 31327 Gratiot, the site that includes the former Huddle and Days Inn.
City staff presented a resolution asking the council to state local support so the Macomb County Brownfield Redevelopment Authority can consider the developer’s plan. Staff said the developer is seeking about $693,000 in eligible reimbursements over a seven-year term to cover demolition and contamination-remediation costs; the county, not the city, administers any reimbursements if the county authority approves the plan.
Jordan Chapman, representing Allrig USA and the El Car Wash concept, described the operation as mostly indoor and said vacuum stations would be enclosed in concrete or block structures so the noise would be contained. Chapman said vacuums are intended to operate only when the car wash itself is open and that similar El Car Wash sites in the region typically close for the evening between about 8 and 9 p.m.
Council members asked whether the city’s resolution would lock the municipality into the seven-year term and probed alternatives. Staff said the county approves the plan and administers reimbursements but that the resolution before the council would indicate local support for the developer’s submitted plan as presented. A council member noted seven years is short compared with other local brownfields and asked whether the term and amount could be renegotiated; staff said the plan could change as it moves through the county review process.
Councilman Knox moved that the council not support the resolution but amended his motion to table the matter and request a formal presentation from the developer. The amended motion to table passed, and the item will return for a fuller presentation and additional detail before the council takes a formal position.
What’s next: The council asked staff to schedule a formal presentation by the developer with more detail on the project design, the proposed reimbursement schedule, and any conditions that would limit impacts (hours, traffic and noise mitigation). No county action was reported at the meeting.
