Roseville council approves replacement sewer Vactor and new police SUV from budgeted funds

The Roseville City Council on Dec. 16 approved two fleet replacements after staff told the council the purchases will be covered from existing departmental funds.
Public Works representative Mister De Bruin told the council the 2021 Vactor truck is subject to a balloon payment of $180,000 due this year. Frederickson offered a trade-and-purchase deal: the vendor would take the 2021 unit, apply the $180,000 balloon payment toward a new vehicle, and reduce the new-truck price by about $40,000 from an original $603,000 figure, De Bruin said. De Bruin said the water fund has sufficient money for the purchase and argued replacing the older, technically complex truck now would reduce maintenance downtime and safety exposure during repairs.
"This truck functions perfectly fine," De Bruin said, "but moving forward I would hate to hold on to equipment longer than we should and have it become a liability for us." He described the Vactor as a high-powered vacuum and hydro-excavation vehicle used for sewer cleaning and water-main repairs and confirmed the new machine would be covered by a full parts-and-labor warranty.
The council moved to award a single-source purchase for one Frederickson 900-series sewer cleaner to Frederickson/Fredrickson Sun Supply and approved the motion by voice vote.
Separately, the police chief requested authority to purchase a 2024 Chevrolet four-wheel-drive police-package Silverado from Berger Chevrolet under state pricing. The vehicle replaces a 2023 unit that was totaled in a crash, the chief said, and the purchase price from the dealer is $46,784; upfit and equipment costs were estimated at $10,297.50. The council approved awarding the bid and the purchase by voice vote.
Next steps: staff will finalize vendor contracts and arrange payment. The council directed staff to continue developing a fleet-replacement schedule so future purchases can be budgeted proactively, a change several members endorsed during discussion.
Votes and actions: both motions carried on voice votes; the meeting record shows no roll-call breakdown but the council had six members present and one absent when votes were taken.
