Council approves retirement-plan resolution revisions and Arapahoe Center architect contract

The first, Resolution 2025-80 concerning the city's retirement plans, was revised with minor redlines prepared after outside counsel review to clarify that delegated authority applies only to city benefit plans; the council approved the redlined version unanimously.
Councilors also discussed a contract with Epstein UN Architects (referred to in the packet as EUA) for architecture and design services for the Arapahoe Center. A member of the public had asked that the contract explicitly require a certificate of appropriateness and review by the Historic Preservation Commission. The city attorney stated the contract scope and the city code already address the certificate of appropriateness and that the selected firm has extensive preservation experience; council approved the contract unanimously.
Both items were then adopted as part of the consent agenda votes. The council also approved the broader consent agenda, including the second reading of Ordinance No. 26-2025 for additional appropriations and several on-call services and change orders.
