Committee backs fee waivers for qualifying nonprofits, cites Grace Place example

The Hendersonville General Committee recommended Dec. 9 that the Board of Mayor and Aldermen approve two fee-waiver measures aimed at helping local nonprofit organizations.
Resolution 2025-43 would authorize waiving payments into the TreeBank fund for qualifying nonprofits constructing new facilities; committee members said the waiver would be retroactive to the beginning of the year and identified Grace Place as the only organization currently known to qualify for retroactive application. Planning Director Keith Free confirmed the retroactivity during discussion.
Resolution 2025-44 would authorize a fee waiver for temporary permits for signs placed on city property and — with some additional guidance — certain private-property sign uses for qualifying nonprofits. Communications staff cited a local example: an event connected to Hendersonville High School where the cost of multiple temporary sign permits would have reduced fundraising proceeds for a nonprofit pancake breakfast. Committee members moved to forward both resolutions to BOMA with positive recommendations, noting BOMA may further amend language.
Both measures were described as targeted support for nonprofits engaged in community-serving projects; the committee asked staff to clarify implementation details and any limits on retroactive application before final BOMA action.
