Council awards $3.2 million street-repair contract for Burns Valley/Arrowhead/Olympic Drive

The Clear Lake City Council unanimously approved a contract award on Nov. 20 for the Burns Valley/Arrowhead/Olympic Drive project after staff described the project as a grind-and-pave repaving contract funded in part by grant dollars.
Director Lay told the council the city solicited bids and that the lowest responsible bidder in the staff report was Layman Construction at $3,198,680.33. City Manager Flora said the contract covers repaving only and that drainage and other larger-scope items noted in earlier environmental reviews are not part of this specific construction contract. Flora also said the project underwent CEQA and NEPA review for federally funded components and that state and federal reviewers have approved the environmental document.
Flora responded to a letter received by staff earlier the same day that questioned aspects of the project and defended the city’s process: "I don't believe that we've done a single thing incorrectly. I believe we've followed state and federal law, and I trust that the council will value utilizing $3,000,000 of grant funds to fix over 2 miles of streets in our community," Flora said.
Vice Mayor moved the contract award (motion text in the record identified Lemont Construction as the contractor in the motion), and council approved the motion unanimously. The staff report and procurement documents are posted on the city's eProcurement portal for public review. City staff said the city manager is authorized to approve contract amendments up to 10% for unforeseen conditions.
