Clearlake issues homelessness memorial proclamation and promotes police sergeant

At the start of its Dec. 4 meeting the Clearlake City Council presented a proclamation recognizing a local National Persons Experiencing Homelessness Memorial Day observance and heard remarks from partner organizations, then recognized the promotion of Sergeant Leonardo Flores.
Council Member Wilson read a proclamation declaring a local observance in December and invited representatives from the Compassion in the Cold planning committee and Adventist Health to accept. A representative thanked the city for its "continuous support" and invited residents to an event at the Hope Center offering a meal, warming supplies and community remembrance.
Later, Chief Hobbs introduced Sergeant Leonardo Flores and summarized his service since May 2015, his investigative assignments and his community involvement coaching high-school football. Chief Hobbs said Flores was "promoted to police sergeant" on Nov. 23, 2025, and expressed the department's pride in his leadership; Flores was sworn in and the council recessed briefly for photographs.
Council also observed the recent passing of long-time public servant Carl Webb and dedicated the meeting to his memory.
