Clear Lake council rescinds 1983 delegation, seeks representation on county sanitation district

The Clear Lake City Council voted unanimously on Nov. 20 to approve Resolution 2025-42, rescinding a 1983 council action that had delegated the city’s representation on the Lake County Sanitation District to the Lake County Board of Supervisors.
City staff told the council the sanitation district was organized before the city incorporated and that an earlier option existed allowing a city to designate the county board as the sanitation-district board. Staff said the city reserved the right to withdraw that designation and that the new resolution would reassert the city’s statutory right to direct representation and prompt the county to meet and discuss governance and seat allocation.
City Attorney Drexel and City Manager Flora framed the legal background: the Health and Safety Code includes processes for determining representation and seat allocation based on the sanitation district’s population. Staff said the city believes it represents more than 50% of the sanitation-district population but noted the precise allocation and any county response remain to be settled.
Bruno Sabatier, a Lake County supervisor, addressed the council during public comment and said he had worked to bring the conversation to the county board but that scheduling and other priorities delayed formal county action; he pledged to assist in ensuring the county addresses the issue.
Vice Mayor (audio-identified) moved for approval and the council approved Resolution 2025-42 unanimously. Staff said they expect further coordination with county officials to determine the practical effects on seat allocation and district governance.
