Commission discussion centered on a $15,000 charge tied to the railroad and on outstanding invoices and corrective work. A staff member told the commission the city would withhold $80,000 from the contractor's final payout to cover anticipated costs to replace two pumps in the main lift station and would release withheld funds if contractor insurance reimbursed those costs.
After debate, the commission moved to table certain related agenda items to allow separate consideration and further review. The commission then approved the contractor's final payout by roll call and carried a separate motion to table final construction acceptance and the start of the project's warranty period until JSA invoices and outstanding punch-list items are satisfactorily resolved.
Commissioners raised concerns about paying JSA for hours incurred fixing issues the engineer or contractor caused and said staff should pursue billing details before final acceptance. No final acceptance was granted at the meeting; staff was directed to clarify outstanding invoices and documentation before the commission starts the warranty period.
