Mayor Pro Tem Lim commended Winter’s collaboration on environmental legislation.
The council resolved to carry forward what the proclamation described as Winter’s “spirit of service” in future work. The proclamation reading and tributes took place at the start of the council meeting and were followed by the regular agenda and public comment period.
