Orange council approves HVAC contract, water-sewer change order, EDC incentive, homeowner appraisal and board appointment

The City of Orange council approved several routine resolutions and motions during its Jan. 13 meeting.
Contract award: Staff recommended and council approved awarding the City Hall HVAC controls replacement contract to Daniels Building and Construction (Beaumont) for $426,149 after bids came in well above the engineer’s estimate and available budget. Staff said the city would use general fund reserves to cover the difference so controls are installed before summer.
Change order: Council approved change order No. 2 with BDS Constructors LLC (doing business as MK Constructors) to add Alternative B water work on Pacific Street and Eads Avenue for $116,359 and granted the contractor an additional 54 days to complete that scope. Staff said the project is funded in part by a General Land Office (GLO) grant (three-quarters of the base $1,100,000 contract) with enterprise fund reserves covering the remainder.
EDC incentive: The council approved an Orange Economic Development Corporation recommendation to offer an incentive of up to $25,000 to Lava Java LLC (2402 16th St.) to offset front-end infrastructure work tied to an estimated $265,000 capital investment that staff said would create jobs and sales tax revenue.
HMGP buyout appraisal: For a buyout under the TDM HMGP DR4332 program, the council accepted a homeowner-provided appraisal of $200,000 for property at 2501 4th Street, replacing the city's $175,000 appraisal; staff said the grant administrator would accept either figure but council approval was required to use the homeowner’s appraisal.
Board changes: Council accepted Kristen Ross’s resignation from the Convention & Business Bureau advisory board effective Jan. 13 and appointed Rusty Dollar to a two-year term (Jan. 13, 2026–Jan. 13, 2028).
Each item was moved, seconded and carried by recorded 'Aye' voice votes as noted in the minutes. No motions failed and staff reported funding sources where applicable.
