The organizational meeting opened at 6:50 p.m. with roll call and the Pledge of Allegiance. The council approved a slate of procedural resolutions by voice vote, including a motion to create standing committees for the 01/01/2026–12/31/2027 term and a resolution nominating Councilor Spraes for Pro Tempore. Councilor Mortis formally nominated Spraes and Councilor Riley seconded the nomination; the amended resolution was carried by voice vote.
Other routine organizational items were handled during the session, after which the council adjourned the organizational meeting and scheduled the regular session to resume at 7:00 p.m.
