Opa-locka creates small-business grant pilot, excludes CRA area by amendment

The Opa-locka City Commission voted unanimously on Jan. 14 to establish a small-business grant pilot to provide direct financial assistance and technical support to eligible businesses outside the city's CRA boundary.
Mayor Joe Taylor, sponsor of the measure, described the program as "to start a small business grant care program by the city, to help our small business owners that actually need the help," noting the intent to reach businesses beyond the CRA service area.
Commissioner Dr. Charlene Bass asked whether the program covered the entire city; staff and the city attorney confirmed the commission could add an amendment to limit eligibility to businesses outside the CRA. The amendment to exclude businesses within the CRA boundaries passed 5–0, and the full resolution passed by a 5–0 vote. Vice Mayor Kelly noted the pilot allocates $75,000 and expected per-business awards of roughly $15,000 each in the pilot phase, subject to manager-established processes.
The resolution directs the manager to issue an RFP, adopt an application process and report back to the commission within 60 days on program design and distribution plans.
What happens next: the city manager will draft program materials, define eligibility and disbursement mechanics consistent with the commission's amendment, and return with an implementation plan and budget adjustments as needed.
