On Jan. 13 the Charlton Select Board handled several routine governance actions and voted to adjourn to executive session for personnel and bargaining matters.
Appointments and resignations: The board appointed poll workers through Dec. 31, 2026 as requested by the town clerk; it accepted a resignation letter from Diana O’Regan from the Council on Aging (effective on her move out of the area) and accepted Howard Kearney’s resignation from the Economic Development Commission due to a career change. The board also selected a liaison (named in the meeting as Pasha) to work with staff and review applicants for the bylaw review committee.
Licenses and surplus: The board approved special alcoholic beverage licenses for Saint Joseph’s Church youth ministry for two fundraising events (Jan. 31 trivia night and May 2 wine tasting) with the license dates adjusted one day before and one day after for delivery and pickup logistics, per town policy. The board declared a Canon FP i303 printer/ink set as surplus for the IT department and authorized public sale according to standard procedures.
Policies and procedural changes: The board amended select board procedure language to simplify the voting threshold for adopting a policy (reading clarified that three votes is the required threshold) and approved an updated environmentally preferable (biorecycled) products policy, noting the Board of Health had approved the changes and that the policy supports state grant eligibility.
Executive session: At the meeting’s close a motion passed to enter executive session under M.G.L. c.30A, §21(a)(3) to discuss strategy related to collective bargaining with the Charlton Permanent Firefighters Association (IAFF Local 4023) and under M.G.L. c.30A, §21(a)(1) to discuss an injury-on-duty (IOD) claim; the board recessed to executive session and indicated it would return to adjourn if needed.
The board recorded unanimous votes on the routine items; staff will follow up on personnel and counsel items as directed.
