Council approves $410,000 Curla fund adjustment after tense debate over committee authority

The Rock Island City Council approved a $410,000 budget adjustment to the Curla fund (part of the city's CDBG economic development program) on Jan. 13 after extended debate over committee authority, membership and conflicts of interest.

Alderman (identified in the transcript as speaker 10) moved to postpone the matter to the next meeting to allow review of Curla committee minutes and possible inconsistencies in membership. "According to the ordinance, there should be ... 5 members ... So to me, approving a loan with just 3 members would make it invalid," the alderman said, citing concerns about the committee exercising loan approval without clear compliance with the ordinance.

Other council members pushed back, saying the Curla program has been delegated by ordinance historically and that the budget item before the council was narrowly to shore up an active fund. One councilor recused herself from the vote because of prior participation in Curla committee decisions; another recused later, citing committee involvement. The council voted to end debate (a call for the question) and then proceeded to a roll‑call vote on the budget adjustment; after procedural votes the budget adjustment was approved.

Supporters said the Curla program helps expand local businesses and put people to work; critics asked for an audit and clearer governance. Councilors agreed that further discussion about program governance could be scheduled outside the budget vote.

The council did not change the Curla committee's delegation in this vote; members asked staff for additional documentation and said they would follow up in future meetings.
