Staff and commissioners clarified the appropriate funding path: the item would follow the commission's mini-grant process, which permits gifts or mini-grants up to $5,000 and includes conflict-of-interest checks; the Friends group would need to apply and appear before the commission as required by the grant rules.
No formal vote was taken at the meeting; the commissioner said she would work with the Friends group and staff to prepare the request in writing and follow the mini-grant application path.
