Human-resources Director Michelle Snavely presented a slate of personnel actions that the commissioners approved by voice vote.
Snavely identified recent resignations including Neli Kiese (part-time senior-center manager; resignation effective Jan. 9), Steven Zimmerman (casual coroner logistics technician; resignation effective Dec. 7 with last day noted) and Grant Rubitsky (director of jail duties; resignation effective Jan. 13, 2026). The board moved and approved the resignations.
Snavely also presented leaves of absence, promotions and changes of status: Hannah Fullgrove was promoted from Caseworker 1 to Caseworker 2 in Children & Youth (biweekly $1,766.61), Austin Schafer was promoted to corporal at the jail ($28.01/hour), and Emily Pearsall moved to a full-time correctional-officer position ($22.71/hour), all effective Jan. 18. The board approved the promotions and changes of status and later, acting as the salary board, adopted the transactions.
Snavely announced hires and rehires across departments, including Annabelle Gerardo and Oscar Carranza as Caseworker 1 hires, a rehire of Fitzroy Lewis as a casework supervisor, and four full-time correctional officers (Javier Santos Estrellas, Elijah Haddock, Tyree Burris and Daniel Velez). The board approved those personnel transactions.
