Audrey Fortnett, director of Lebanon County Probation Services, asked the commissioners to approve submission of the Juvenile Court Judges' Commission (JCJC) juvenile grant and aid application for fiscal year 2026.

She noted the program allows up to 10% of the award for operational costs and that the department intends to use approximately 7.8% for operations this year (about $15,050) with the remainder supporting personnel ($178,264). She added that unspent operational funds can be reallocated to personnel at year-end with JCJC approval and that interest earned in the separate account has been applied to personnel costs in prior years.
"The amount offered this year matches what we've received the past few years, which is $193,314," Fortnett told the board. Commissioners moved, seconded and approved submission of the application.
Fortnett said the department often shifts small amounts of unspent operational dollars to personnel late in the fiscal year after receiving JCJC permission; she cited a recent transfer of $2,657.33 and $788.50 in interest applied to personnel costs.
The board's approval authorizes county staff to submit the application and accept the grant if awarded; no county match was required at the amount presented.
