Commissioners approve hires, promotions and a temporary law-clerk position

Snavely reported resignations and terminations, including Amy Leitner and John Roche at the Area Agency on Aging and several Children & Youth caseworker departures, and noted leaves of absence such as a six- to eight-week medical leave for Tarvisia Candelario. She presented promotions and status changes including Carly Townsend's promotion to caseworker 2, Samantha McCarrick's change to casual part-time telecommunicator at $23.49 an hour, and Amy Mueller's promotion from senior deputy district attorney to first assistant district attorney at $4,001.60 biweekly effective Jan. 4, 2026.
On the District Attorney's recommendation, the board authorized the creation of a temporary part-time law clerk position (non-bar) at grade 5 on the 2026 non-union exempt salary chart, approximately 20 hours per week effective Jan. 5, 2026, to continue until the employee passes the Pennsylvania bar exam. The motion to create the position was moved and seconded and approved.
Snavely also listed hiring recommendations the board approved, including Robin Rowland for the Area Agency on Aging and a temporary part-time law clerk (Colin Arms) at $24.56 per hour, and announced salary-board actions moving three deputy sheriffs (Ross Satterzan, Anthony Queltz and Harrison Hunsberger) to $1,650.23 biweekly after academy graduation.
The board voted on the package of personnel transactions as a series of motions; all were approved by voice vote with no recorded dissent.
"Motion to approve the recommendation of District Attorney Peter Graff to create a temporary part time law clerk without the bar position within the District Attorney's office," Snavely read into the record as that item was considered and passed.
The board did not record roll-call tallies for individual hires in the transcript; next steps are administrative processing of the new positions and payroll updates.
