Council takes first reading on city land sale, approves water, road and procurement measures

Lebanon City Council met Jan. 13 and moved several items forward, including a first reading on a proposed sale of city-owned parcels to a private developer and final votes on water service and procurement agreements.
The council introduced Ordinance 2026-001 to amend a development agreement with JDH Building Group LLC to sell city parcels 1206431007 and 1206431008 for $20,000 to support construction of two single-family homes. The ordinance passed its initial reading after a roll call that split the council; with the vote count recorded as Harper: yes; Sellers: no; Vice Mayor Norris: yes; Eggers: no; Lamoreaux: yes; Mayor Messer: yes. Because the ordinance was forwarded, it will return at the next meeting for final consideration; if five votes support emergency language at that time it would take immediate effect, otherwise it would take effect 30 days after adoption.
Council adopted Resolution 2026-002 authorizing an addendum to the Greater Cincinnati Water Works agreement to install a master water meter to serve the Iron Gate Grove development. A motion was moved and seconded and the roll call recorded unanimous affirmative votes from the members present.
An ordinance authorizing a contract with Kleinders Group to prepare construction plans and engineering specifications for a proposed roundabout at Miller Road and Drake Road was approved; the contract and related ordinance authorize receipt of $111,000 to support the project.
Ordinance 2026-004, a five-year agreement with a vendor listed as 'Centos' for city staff uniforms, mats and cleaning/sanitary supplies, was approved on a roll call vote. Council also adopted Resolution 2026-005 requesting the Warren County auditor make property tax advances during 2026 to expedite city receipts.
The meeting recessed to an executive session under Ohio Revised Code 121.22(G)(2) to discuss purchase or sale of public property where premature disclosure could give a bargaining advantage.
