Summary
Council authorized local project agreements to accept state and federal funds for six transportation projects—Stedman Lane sidewalks, Grange Hall pedestrian improvements, Pentagon Boulevard resurfacing, Shaker Town Road widening, Lance Road sidewalks and Kemp Road widening—each with documented federal/local funding splits and design/permitting follow‑up.
Staff presented six LPA (Local Public Agency) agreements that would allow the city to accept state and federal funding for construction of sidewalks, resurfacing and road‑widening projects. The projects listed included Stedman Lane sidewalks, Grange Hall pedestrian improvements (including a multi‑use path and a widened bridge over Little Beaver Creek), Pentagon Boulevard resurfacing, Shaker Town Road widening, Lance Road sidewalks and Kemp Road widening from 675 to Grange Hall Road.
For each project staff described the anticipated federal/local split and an estimated construction cost. Examples: the Stedman Lane sidewalks project was presented as a roughly 70% federal / 30% local split; the Grange Hall package was shown with a federal portion of about $1,302,400 and a local match of $325,600 for a $1,628,000 total; Pentagon Boulevard resurfacing carried federal construction funds of roughly $829,440 with a local match of $552,966. Council asked about pedestrian crosswalk locations, rapid‑flashing beacons, ADA curb‑ramps, bridge widening for sidewalks and duplication on planning maps; staff explained some grants were combined and that designers will confirm final striping and safety features.
Council passed motions approving each LPA agreement by voice vote. Staff will return with final design and bidding steps, ODOT approvals where required, and construction scheduling; some projects were slated for later fiscal years depending on grant approvals and program requirements.
