Council approves Conowingo advisory appointment and funding for Harford Center and Citizens Care

At a regular session following the county executive’s legislative address, the Harford County Council took several formal actions, voting unanimously on an appointment, a supplemental appropriation and a capital-program resolution.

Appointment: Conowingo Dam Advisory Board The council moved and seconded the appointment of Councilmember Nelanda Robert to serve as the county’s representative on the Conowingo Dam Advisory Board. Councilwoman Robert said she has prior work related to the Days Cove area and experience with Cecil County matters and looks forward to working on environmental concerns. The council recorded seven votes in the affirmative, none opposed, and the appointment was approved.

Bills and resolutions The council called for final reading of Bill 25018, a supplemental appropriation for Harford Center and Citizens Care. Members spoke in support of funding upgrades and services for the two facilities. After discussion the council voted 7-0 to approve Bill 25018; the enrollment certificate states the text as finally passed.

The council then considered Resolution 00126, which makes capital-program changes for Harford Center and Citizens Care. That resolution also passed on a unanimous 7-0 vote.

Why it matters: The actions provide county financing and project authorization for Harford Center and Citizens Care, two local care providers, and designate county representation on a regional advisory board for the Conowingo Dam, which involves environmental and interjurisdictional interests.

What’s next: The bill will be enrolled as passed and the appointee will represent Harford County on the Conowingo Dam Advisory Board; any project implementation or capital spending will follow usual procurement and budget processes.
